Abstract

The article examines the institutional and economic principles of state regulation of human development in the context of post-crisis restructuring of Ukrainian society. It is substantiated that traditional models of public administration, focused mainly on social protection and paternalistic mechanisms, have exhausted their potential and do not ensure sustainable development of human capital in the context of long-term challenges - military conflict, demographic decline, digital inequality, economic instability. The emphasis is on the need for a paradigm shift - from the compensatory logic of social policy to the development of individual potential and the need to transition to a conceptually new model of institutional and economic support for human development, which involves multi-level coordination between the state, institutions and citizens; the introduction of result-oriented financing mechanisms; the development of digital decision-support platforms; modernization of the system of policy evaluation based on life competencies and social impact. The paper analyzes institutional barriers to the modernization of the human development system, including the fragmentation of the regulatory framework, the lack of cross-sectoral integration, and the weak institutional capacity of government bodies for adaptive management. Economic factors that affect the effectiveness of state policy in this area are identified, including inefficiency in social protection spending, underinvestment in education, healthcare, and digital competencies, as well as the weak correlation between spending and real indicators of the quality of life of the population. It is emphasized that managerial transformation requires the formation of new institutional mechanisms: competency models, performance management, social forecasting, and impact assessment tools. As a scientific novelty, a conceptual model of institutional and economic support for human development is proposed, which integrates the principles of effective governance, strategic resource management, digital transformation, and social investment. It is proven that it is the human-centric approach to state regulation that allows ensuring long-term socio-economic stability and institutional adaptation to global changes.
