Abstract

The article is devoted to the study of the world experience of the formation and management of conurbations as agglomerations of the polycentric type. The essence of the conurbation, its characteristic features are studied, examples of the functioning of conurbations in different regions of the world are given. The experience of management in two European conurbations – Ruhrstadt (Germany) and Randstad (Netherlands) is analyzed. The prerequisites for the formation of the conurbation in the Ruhr region are identified, among which rapid industrialization in the 19th century and a chaotic increase in the number of settlements around coal mines and metallurgical plants are highlighted. The experience of successful revitalization of post-industrial space in Ruhrstadt is considered. It is concluded that the uniqueness of the conurbation management model in the Ruhr region lies in the combination of functional self-government of municipalities with the presence of powerful inter-municipal associations that coordinate key areas of development.The network management model in Randstad with multi-level partnership mechanisms and the absence of a single administrative structure is characterized. It is revealed that the key factor and system-forming element of the polycentric structure of Randstad was the transport infrastructure, thanks to which a single functional space was created without the loss of administrative autonomy of cities and without the dominance of one center. The conclusion is made about the absence of fully formed conurbations in Ukraine, although there is a tendency towards increasing functional integration between individual cities, especially within agglomerations, for example, Kyiv and Lviv. The directions of the transformation of the Kyiv agglomeration into a polycentric region are outlined, among which the adoption of a legislative framework for the functioning of agglomerations, the introduction of integrated spatial planning within the region, the creation of a unified public transport network between cities with a single electronic ticket, the development of mechanisms to support the functional development of satellite cities are highlighted.Keywords:urbanization, agglomeration, conurbation, management model, functional integration, transport infrastructure, spatial development, territorial resilience.
