Abstract

The article is devoted to the study of the issue of waste management in Ukraine and European countries in the context of the development of a circular economy. An analysis of the regulatory framework of Ukraine and the EU in the field of waste management was conducted. It was concluded that the legislation of Ukraine on waste management standards, in particular plastic packaging waste, is currently in the process of transformation and adaptation to the norms of European legislation. It was established that the spread of the principles of the circular economy in European countries has led to the replacement of plastic packaging with paper packaging, which is safer for the environment, however, plastic packaging still accounts for 19.4% of the total volume of packaging of goods. It was established that plastic packaging waste is imported from EU countries to other countries of the world, in particular to countries of Southeast Asia, or is recycled in various ways. Over the past 10 years, imports of plastic packaging waste from other countries of the world to European countries have increased by 37%, and exports have decreased by 44%. It has been established that the level of recycling of plastic waste worldwide is 14-18% of the total volume of this waste generated. The rest of the plastic waste is either incinerated (approximately 24%), polluting the air with harmful substances, or is landfilled (58-62%), which is a negative phenomenon. It has been established that modern technologies for recycling plastic waste are divided into thermal and biological. The thermal method of recycling plastic waste, which involves pyrolysis, combustion and gasification, prevails. When recycling plastic waste through combustion, toxic flue gases are formed, which pollute the air and cause human diseases. It is concluded that the development of a circular economy requires the development of new innovative technologies for recycling plastic waste. It is substantiated that one of such technologies is the processing of plastic waste based on plasma vortex gasification, the use of which allows reducing the negative impact on the environment and obtaining an additional economic effect.
