Abstract

The content of one of the types of legal acts of the European Union, which is the communication of the European Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions entitled "Expansion of the European Administrative Area (ComPAct)", adopted in Brussels on October 25, 2023, was analyzed. It emphasizes that "ComPAct will help the EU enlargement countries on their path to building better public administration by providing them with opportunities to strengthen their participation in exchange and learning." ComPAct is the first comprehensive set of actions by the European Commission to support the modernisation of national administrations and strengthen cross-border cooperation, within which they could jointly address common challenges. The importance of fulfilling new tasks that Ukraine needs to fulfill in its status as a candidate country for accession to the EU in the process of implementing its state policy in the field of European integration in the context of the war with Russia was emphasized. The Commission's communication contains a very clear and unambiguous provision, which is extremely important for Ukraine in particular, that "the quality standards of public administrations of the Member States also serve as a reference point for the enlargement countries that are bringing their laws and practices into line with EU legislation" and face similar challenges, such as dual transitions and demographic change. Good public administration is already a fundamental requirement for accession, as is the rule of law.” It is concluded that given the speed and quality of progress of European integration processes, the need for a comprehensive study of the European administrative space will grow in Ukraine, його складників та їх конфігурації у зв’язку з потребою входження до нього, адаптації національної політико-адміністративної системи до його принципів, норм, правил, опанування його інструментів, процедур і практики. The measures that need to be implemented in the candidacy process testify not only to the extremely urgent need to reform certain segments of the current Ukrainian government that are painful for it, to the inevitability of such reform for the real civilizational development of the country, but also to the determination of the EU institutions to assist Ukraine in ensuring its European integration course.
