Abstract

The article examines the specific features of developing strategic development plans for organizations under martial law and the anticipated post-war recovery, characterized by a high level of environmental turbulence, profound structural changes in the economy, transformation of labor markets and logistics systems, as well as reforms in the legal framework. Based on the analysis of recent academic publications and practical case studies, key challenges are identified, including workforce losses and intensive migration processes, reduced production capacities, supply chain disruptions, and limited access to financial resources. It is emphasized that traditional approaches focused on stability and long-term predictability lose effectiveness in rapidly changing conditions, requiring the integration of adaptive and scenario-based planning methods capable of ensuring managerial flexibility and enhancing organizational resilience. A system of strategic planning guidelines is proposed, covering adaptation of planning horizons, HR policy reform, balance between recovery and development, investment portfolio optimization, strengthening cooperation with financial markets, integration into the international economic space, development of public-private partnerships, andstrengthening the social component. The importance of maintaining a strategic focus on national security and the defense sector is substantiated. Special attention is given to the reform of organizational and legal forms of enterprises, involving the abolition of the Commercial Code of Ukraine and the introduction of a new classification from 2025, which requires early budgeting for re-registration, adjustment of statutory documents, and management structures. Considering these factors enables the creationof viable, flexible, and competitive strategies capable of effectively responding to unforeseen challenges and ensuring institutional capacity in the long term. The results have practical significance for enhancing resilience, adaptability, and competitiveness of both business and public sector entities during wartime and post-war transformations.
