Abstract

The achievements of the scientific schools of G. Dobrov (scientific research and theoretical foundations on the optimal development of the country's scientific and technical potential and methods for its measurement), V. Glushkov (creation of problem-oriented software and hardware complexes for informatization of economic management), O. Onyshchenko (implementation of automation of library and information processes supplemented by information and analytical processing) on the path to the formation of technologies of domestic scientometrics as an independent scientific discipline that studies cognitive communications in science by the frequency of citations of scientific works and their authors are analyzed. The relevance of the issues of the modern vision of the situation on the choice of approaches to the principles of assessing the effectiveness of domestic research results using scientometric technologies is considered. The use of technologies for consolidating bibliometric data from available domestic and foreign scientometric sources is justified. Two of the most popular metric projects in the domestic scientific community are highlighted — the information and analytical system Bibliometrics of Ukrainian Science and the Ukrainian National H-index Ranking — a non-commercial rating of scientific organizations and institutions specializing in scientific research. It is noted that the services of these two bibliometric projects are complementary (Bibliometrics of Ukrainian Science has a developed analytical apparatus that provides users with data on the sectoral and territorial distribution of scientists, etc., and the Ukrainian National H-index Ranking calculates its h-index and has a system for obtaining certificates (reports) by users. It is noted that the further development of scientometric technologies in Ukraine requires updating the regulatory framework for assessing the effectiveness of scientific research, which must comply with the principles of the Leiden Manifesto. The feasibility of creating a single integration platform that will take into account the achievements of existing domestic and foreign metric projects, in order to obtain expert conclusions on the effectiveness of domestic science, is emphasized.
