Abstract

The article examines the quality of life of the population of the Kyiv agglomeration under martial law and determines the role of economic factors in its formation. It reveals the impact of income levels, access to quality goods and services, institutional development of the agglomeration system, and the effectiveness of financial support on the well-being and social stability of the population. Particular attention is paid to the analysis of income inequality and spatial differentiation, which have been exacerbated by military action, internal migration, and changes in the structure of employment. It has been established that the war has led to an increase in poverty and a decline in the consumer capacity of households, but at the same time has stimulated the development of new forms of economic activity, in particular flexible working formats, digital services, and volunteer initiatives. The accessibility of goods and services in the capital and surrounding communities has been analysed, which is relatively stable thanks to the preservation of logistics channels and business adaptability, but at the same time is characterised by an increase in the cost of basic needs and an unequal distribution of consumer opportunities among different social groups. It has been determined that the institutional development of the agglomeration, in particular the effectiveness of municipal management, coordination between Kyiv and its suburbs, and the availability of innovative approaches to ensuring the livelihoods of the population, has become an important factor in maintaining social stability in crisis conditions. A study of budget expenditures confirmed that a significant portion of them is directed towards protected items (wages, transfers, and social security), which creates a basis for meeting basic needs but limits the investment potential for development. The need for a comprehensive approach to managing the development of the Kyiv agglomeration has been proven, which should take into account not only urgent socio-economic challenges, but also strategic tasks for post-war recovery.
