Abstract
The article examines the issues of managing the environmental safety of frontline and deoccupied territories of Ukraine. Using a complex of general scientific and special methods, the essence of environmental safety and the concept of territorial resilience are studied. It is concluded that environmental safety is a factor that largely determines the level of territorial resilience, and that the issue of restoration and development of territories is impossible without targeted environmental safety management. The main environmental threats caused by military operations are analyzed, in particular, contamination of soils, water resources, waste accumulation and risks of technogenic accidents. Areas for improving environmental safety are identified, including: restoration and reclamation of natural resources, in particular soils; ensuring demining of ecologically important territories and conducting demining in an environmentally friendly manner; waste management and elimination of the consequences of hostilities; development of a monitoring and risk assessment system; planting, restoration or expansion of agricultural buffer strips; introduction of environmentally safe technologies in the reconstruction processes. Particular attention is paid to measures aimed at restoring Ukrainian soils, including: developing a National Soil Restoration Strategy; conducting continuous ecological and geochemical monitoring of soils; developing a regulatory framework to ensure a mechanism for returning contaminated lands to state ownership for their restoration; establishing a public-private partnership to expand land restoration practices. It is concluded that ensuring the resilience of frontline and deoccupied territories involves integrating environmental security into the restoration and development system. The scientific novelty of the article lies in the in-depth substantiation of the role of environmental security management as one of the key factors in ensuring the resilience of frontline and deoccupied territories in the process of post-war restoration.
