Abstract
In the context of Ukraine's European integration course, an important strategic task is the adaptation of agricultural policy to the environmental and economic standards of the European Union. The Common Agricultural Policy (CAP), which is the central instrument for regulating the agricultural sector in the EU, plays a special role in this process. The purpose of the article is to comprehensively analyze the key elements of the CAP and sustainable development instruments that can be applied to the Ukrainian agricultural sector, taking into account national characteristics and strategic guidelines for the green transition. During the study, systemic, comparative and descriptive methods were used, which allowed analyzing the elements of the CAP in the context of their applicability to the agricultural policy of Ukraine. The method of expert generalization and content analysis of regulatory and strategic documents was also used. The study revealed that the key mechanisms of sustainable development within the CAP are eco-schemes, differentiated direct support schemes, rural development programs and instruments of institutional support for farming. The CAP instruments were classified according to their relevance to the national conditions of Ukraine and priority areas for their adoption were identified. Particular attention was paid to the possibilities of introducing financial incentives for environmentally responsible practices, as well as harmonizing the regulatory framework in the field of soil protection, climate neutrality and agroecology. Key obstacles to the implementation of CAP approaches in Ukraine were identified - in particular, limited institutional capacity, fragmentation of environmental policy and uneven access of different groups of farmers to support. Specific areas of political and regulatory changes were proposed to enable the gradual adaptation of CAP to Ukrainian realities, including comprehensive modernization of state support, implementation of eco-schemes, strengthening the institutional capacity of specialized bodies and development of educational and advisory programs for agricultural producers. It is summarized that the integration of CAP elements into the agricultural policy of Ukraine is a necessary condition for ensuring the competitiveness of the agricultural sector, reducing environmental risks and achieving sustainable development goals. The scientific novelty lies in the substantiation of the relationship between CAP instruments and national political priorities in the field of agroecology. The practical value of the study lies in the development of specific recommendations for state authorities and agribusiness on the use of CAP mechanisms in the process of transformation of the agricultural sector.
