Abstract

The article examines the issues of freedom of expression and freedom of speech in the context of standards for journalistic work with witnesses and victims of war crimes. The authors define the interpretation of the concepts of freedom of speech and freedom of expression in a legal, moral and ethical context; the correlation and interdependence of freedom of speech and freedom of expression in the context of standards of journalistic activity in conditions of martial law and active hostilities on the territory of Ukraine were analyzed. Based on the analysis of modern research by scientists and practitioners in the media sphere, the authors analyzed the functioning of journalistic standards and developed new characteristics in the form of recommendations for bringing journalism standards into line with modern conditions – martial law, active hostilities and the territory of Ukraine, and the work of journalists with witnesses and victims of war crimes. The authors of the article also proposed a new understanding of the concept of journalism standards in the context of modern conditions. The article identifies the following standards of journalistic activity: reliability, accuracy and responsibility, impartiality, balance of opinions, separation of facts from comments, respect for dignity and privacy, informed consent, empathy, transformational mission. Each of the standards is characterized and understood in the context of martial law, active hostilities and the territory of Ukraine, and the work of journalists with witnesses and victims of war crimes. The authors propose a new understanding of journalism standards, which are currently a set of ethical and professional norms based on the principles of reliability, accuracy, impartiality, responsibility to society and respect for human rights, determine the principles of a journalist’s responsible information activity and regulate the activities of journalists at all stages of collecting, processing, interpreting and disseminating information. The standards of professional journalistic work not only include technical requirements for work, but also take into account the psychological safety of communication participants, the principle of “do no harm”, respect for the dignity of victims and empathetic interaction. In war and post-war conditions, these standards acquire a transformative function, contributing not only to awareness, but also to social healing, strengthening trust in the media, restoring public dialogue, social reintegration and overcoming the consequences of trauma.
