Abstract
The article presents the results of a comprehensive scientific study aimed at developing and substantiating an economic mechanismfor assessing Ukraine’s energy security under conditions of structural transformation of the energy sector, increasing geopolitical instability, and the growing influence of external and internal risks. The proposed approach is based on the application of systemic, integrative, and risk-oriented methodologies, allowing for the assessment of the energy system as a multi-level socio-ecological-economic structure where state, corporate, and regional interests interact. The developed assessment model includesfive interrelated components: resource-technological(assessment of self-sufficiency in energy resources, the level of technological modernization, and the share of renewable energy sources), socio-economic(energy accessibility, tariff burden, and employment in the energy sector), ecological-security(impact of energy production on the environment, CO₂ emissions, and natural resource conditions), evaluative-analytical(calculation of partial and integral security indices), and managerial-resultative(efficiency of state regulation and resilience to crises).A key element of the proposed mechanism is the integral energy security index, developed through the aggregation of normalized indicators for the main components. Its use allows for comparative analysis among regions, determination of the level of energy independence, identification of territorial imbalances, and the development of targeted programs to strengthen energy resilience. The study demonstrates that the implementation of a monitoring system based on this index enhances the effectiveness of state energy policy, ensures transparency in decision-making, and provides a foundation for strategic planning of sustainable regional development. The proposed economic mechanism has an applied character and can be used in public administration, regional planning, and corporate strategic management. Its implementation makes it possible to timely identify energy dependence risks, optimize the structure of energy consumption, stimulate the development of renewable energy sources, reduce the carbon footprint, improve environmental conditions, and ensure social fairness in access to energy resources. Ultimately, the research results form a scientific and methodological basis for modernizing Ukraine’s energy policy, strengthening national energy independence, increasing territorial resilience, and ensuring a transition toward a sustainable, secure, and energy-efficient model of economic development
