Abstract

In Ukraine, significant transformations have taken place in the sphere of public finance under martial law. The structure of the state budget has effectively been divided into “civilian” and “military” components, each of which has specific characteristics in terms of revenue and expenditure. International financial assistance plays an important role, as it is directed exclusively to financing the “civilian” part of the budget, while defense expenditures are covered by domestic revenues. Research into the structure of budget expenditures under martial law allows us to identify changes in government policy priorities and assess the impact of these changes on the government's social programs.
