Abstract

The article analyzes volunteering as a key resource for enhancing access to social services in rural communities of Ukraine under martial law. Special attention is paid to the transformation of the role of volunteer initiatives within the social service delivery system, particularly in communities affected by hostilities, depopulation, and institutional vulnerability. The study identifies the main areas of volunteer activity that compensate for the limited availability of formal social services, ensure rapid response to the needs of vulnerable population groups, and contribute to strengthening social cohesion. The importance of partnership-based cooperation between local self-government bodies, social service providers, and volunteer organizations is substantiated. The article concludes that under martial law volunteering performs not only a supportive but also a system-forming function, acting as a significant factor in improving access to social services and enhancing the resilience of rural communities
