Abstract

This article examines the theoretical foundations for implementing digital data visualization tools in organizational project portfolio management. The study analyzes the functional capabilities of modern business intelligence platforms, including Microsoft Power BI, Tableau, and Google Looker Studio, for creating interactive dashboards and their application in project management. The research substantiates the conceptual foundations for organizational process transformation through the implementation of a dashboard-driven approach, which facilitates the transition from reactive to proactive project portfolio management. Methodological approaches to dashboard development are identified, encompassing the determination of key performance indicators, formulation of a conceptual model for data consolidation, and construction of their interactive structure considering the needs of various stakeholder categories. The study reveals the distinctive features of integrating multi-level analytical system architecture based on the structural interaction of data sources, their consolidation processes, and presentation. Practical experience in implementing the DREAM platform for managing public investments at the level of Ukrainian territorial communities is presented. A comparative analysis of leading business intelligence and data visualization platforms is conducted based on criteria including functionality, scalability, integration capabilities, and implementation costs. The principal challenges of implementing a dashboard-driven approach are identified, including ensuring data quality, fostering an organizational culture of dashboard utilization, and personnel training. Methodological recommendations for the phased implementation of digital visualization tools are developed, accounting for organizational readiness and technological maturity of institutions and businesses. The strategic advantages of applying visualization tools are substantiated, consisting of enhanced project activity transparency, reduced time expenditure on reporting, and optimization of project portfolio efficiency. Future development prospects for data visualization systems are determined, encompassing the integration of machine learning technologies, neural network analytics, and organic interfaces to enhance decision-making effectiveness in organizational project portfolio management.
