Abstract

The multifaceted nature of human capital is due to the emergence of new concepts that have become relevant in the modern context through the prism of behavioural economics, social capital, intellectual capital, sustainable development, balanced development, and accordingly change the methodology for assessing the productivity of its use. All these areas only enhance the possibilities for ensuring the sustainable development of countries based on the reproduction of human capital. Therefore, human capital is a priority resource for social development, is an object of investment at various social levels, is formed under the influence of past experience, creates national product and aggregate demand, is capable of self-reproduction, and, most importantly, is a source of innovative development. Research, which has been conducted mainly in the context of rational choice theory, has laid an important foundation, but there is now a trend for people to often choose strategies based on irrational choices. Accordingly, the following areas of investment are important for the development of human capital with a view to increasing its productivity: wage increases – skilled professionals have more opportunities for human capital development; economic growth – investment in people stimulates the country's development; maintaining competitiveness – educated and healthy people are better able to adapt to change; social development – reducing inequality and improving quality of life.
