Abstract
The relevance of the research topic is determined by the growing role of energy security as a key factor in the stable functioning of the national economy, the safeguarding of the state’s economic sovereignty, and the maintenance of an adequate level of socio-economic development. Energy security constitutes a strategic foundation for societal life support, as the stability, reliability, and accessibility of energy supply directly affect the functioning of industry, the agricultural sector, transport, municipal services, and social infrastructure, as well as the overall level of public welfare. In contemporary conditions, energy has become not only an economic but also a geopolitical and security factor that defines a country’s position within the global economic system. For Ukraine, the issue of energy security has become particularly acute under the conditions of a full-scale war, which has been accompanied by extensive destruction of energy infrastructure facilities, disruption of energy supply logistics chains, increased risks of technological accidents, and targeted attacks on critically important energy assets. Military actions have significantly complicated the functioning of the national energy system, intensified dependence on imported energy resources, and highlighted the urgent need for prompt managerial decisions aimed at ensuring the state’s energy resilience. In this context, the development and implementation of effective economic mechanisms for assessing energy security become especially important, as they enable the timely identification of threats, risk assessment, and the formulation of appropriate instruments of state energy policy. At the same time, the global paradigm of sustainable development, which has become the dominant concept of global socio-economic progress, presupposes the need to achieve a balance between economic growth, social stability, and environmental protection. In the energy sector, this implies the transformation of traditional models of energy consumption and production based on fossil fuels toward the development of renewable energy sources, increased energy efficiency, decarbonization of the economy, and reduction of negative environmental impacts. For Ukraine, which has declared a strategic course toward European integration and the harmonization of national policies with the norms and standards of the European Union, adherence to the principles of sustainable development is a mandatory condition for modernizing the energy sector and integrating into the common European energy space. At the same time, traditional approaches to assessing energy security are often fragmented and primarily focused on individual technical and economic indicators, without taking into account the comprehensive nature of contemporary challenges. Volatility in global energy markets, heightened geopolitical tensions, climate change, the digitalization of the energy sector, the growing role of cyber threats, and the need to fulfill international climate commitments require the formation of an integrated approach to energy security assessment. In this context, there is a need to improve the economic assessment mechanism by integrating economic, institutional, resource-based, technological, social, and environmental aspects, thereby ensuring a comprehensive vision of the state of the energy system and its capacity to withstand internal and external threats. The purpose of the qualification thesis is to generalize the theoretical, methodological, and applied foundations for the formation of an effective economic mechanism for assessing Ukraine’s energy security within the framework of the global paradigm of sustainable development, which will contribute to enhancing the resilience of the national energy system, ensuring compliance with international climate commitments, and facilitating Ukraine’s integration into global and European energy processes. The object of the qualification thesis is the process of formation and functioning of the economic mechanism for assessing Ukraine’s energy security, including the set of instruments, indicators, methods, and models that ensure its measurement, analysis, and management in accordance with the principles of sustainable development. The subject of the qualification thesis is the economic relations and processes of functioning and development of the national energy system that influence the formation, assessment, and maintenance of an adequate level of Ukraine’s energy security, taking into account economic, social, environmental, and technological factors. The theoretical significance of the obtained results lies in the deepening of scientific understanding of the essence of energy security in the context of sustainable development, the clarification of its content and structure, and the improvement of methodological approaches to its assessment. The developed provisions and conclusions may serve as a basis for further scientific research in the fields of energy economics, security studies, and sustainable development. The scientific novelty of the obtained results consists in the further development of the definition of the concept of “energy security” in conjunction with the concept of sustainable development, which allows it to be interpreted as the comprehensive capacity of the state to ensure reliable, affordable, and environmentally balanced energy supply under global challenges; the improvement of the author’s model of the economic mechanism for assessing Ukraine’s energy security, which integrates analytical, regulatory, and managerial components; and the development of a methodology for constructing an integral index for assessing Ukraine’s energy security based on the normalization of indicators, determination of weighting coefficients, and data aggregation to obtain a generalized quantitative assessment.
