Abstract
The master's thesis consists of an introduction, two chapters, conclusion set out on 60 pages, a list of used sources, contains 5 figures, 2 tables. The object of research is the system of public administration in the field of secondary education in Ukraine. The subject of research is the organizational and legal mechanisms and tools of the digital transformation of public administration in the field of secondary education. The aim of the work is to analyze the state of digitalization of public administration in the field of general secondary education in Ukraine and to determine ways to improve the organizational and legal mechanisms of digital transformation. The master's thesis is devoted to a comprehensive study of the theoretical, legal, and practical foundations of the digital transformation of public administration in the field of secondary education in Ukraine, especially under martial law. The paper examines the essence and functions of public administration in education, analyzes the regulatory framework of digitalization, assesses the functioning of the education management system at the city and district levels, and identifies existing problems, contradictions, and institutional barriers to digital modernization. Particular attention is paid to the development of digital infrastructure, information systems (EMIS, AIKOM), interoperability of educational registers, ensuring cybersecurity and protection of personal data. Based on the conducted analysis, practical recommendations and a roadmap for improving the digital transformation of management in the field of education have been developed. During the research, the following methods were used: comparative analysis, content analysis of regulatory legal acts, structural-functional analysis, and the system approach. Standard office software packages (Microsoft Office Word) were used for preparing and analyzing materials.
