Abstract
The qualification Master’s thesis is dedicated to the theoretical substantiation and development of practical recommendations for improving anti-crisis management in the system of ensuring the resilience of the Kyiv City Territorial Community (KCTC) under conditions of full-scale military aggression. The work establishes that the wartime crisis requires a radical shift from traditional, plan-oriented approaches to a risk-oriented and proactive paradigm, which is based on security, operational decision-making, and strategic flexibility. The institutional mechanism of the KCTC is analyzed, including the functioning of the Kyiv City Military Administration (KCMA) and the Situation Center (SC KCMA), which ensured rapid institutional adaptation and financial stability of the infrastructure (allocation of UAH 9 billion for the Armed Forces in 2023; self-financing of protective structures). Based on the strategic planning for the city's recovery, which aims to avoid returning to the state of February 23, 2022, a set of recommendations is proposed: transition to a hybrid financing model (Public-Private Partnership, private capital) and the creation of a Target Municipal Recovery Fund; implementation of Data Analytics to enhance transparency and prevent corruption; and automation of social services and development of human capital through HR analytics mechanisms and stimulating the return of highly qualified residents. The Master's thesis consists of an Introduction, three chapters, Conclusions, a List of References containing 80 items, and 4 Appendixes. The total volume of the Master's thesis is 81 pages, the main text is placed on 70 pages. The work contains 12 tables.
