Abstract
The qualification master’s thesis is dedicated to the theoretical substantiation and development of practical recommendations for improving project management (PM) in the system of strategic development of Territorial Communities (TCs) in Ukraine under decentralization, reconstruction, and the necessity of effective public investment attraction. The work reveals the essence and role of the project-oriented approach in public administration of TCs, defines the principles of harmonizing the project life cycle with the strategic planning cycle, and analyzes systemic institutional and personnel problems of PM implementation in local government bodies (specifically, using the case of Kyiv and generalized data). Based on the research, a functional model of the Matrix Project Management Office (PMO) and a «Traffic Light» monitoring mechanism are proposed, and the necessity of implementing a mandatory "Project Passport" qualification system for forming a professional personnel reserve is substantiated. The master's thesis consists of an Introduction, three chapters, Conclusions, a List of References containing 73 items, and 4 Appendixes. The total volume of the master's thesis is 81 pages, the main text is placed on 70 pages. The work contains 1 figure and 15 tables.
