Abstract
The master’s thesis examines the theoretical, legal, organizational and practical foundations of managing public authorities under wartime conditions. The structure of the thesis includes an introduction, three chapters, conclusions, a list of references and appendices. The total length is 66 pages and includes 7 tables, 2 figures and 3 appendices; the reference list contains 50 sources. Chapter One presents the theoretical framework of organizational management during wartime, defines the essence and principles of crisis and adaptive management, and outlines the legal and methodological basis regulating public-sector activities under martial law. Chapter Two provides an analytical assessment of the activities of the Novhorod-Siverskyi District State Administration, focusing on managerial processes, financial indicators, digital transformation, human resource management and the effectiveness of implemented programs during 2022–2024. Chapter Three proposes directions for improving management practices, including a model of adaptive governance, measures for digital transformation, tools for optimizing organizational and personnel processes, and approaches to enhancing institutional resilience under wartime challenges. The conclusions summarize the findings and confirm that the effectiveness of public administration in wartime depends on adaptability, digital capacity, clear legal regulation and rapid response mechanisms. The proposed recommendations can be applied in the work of territorial administrations to strengthen managerial capacity and ensure stable functioning in crisis conditions.
