Abstract
The thesis substantiates a legal model of autonomy for general secondary education institutions (GSEIs) as a balanced system of powers and accountability across four interconnected dimensions – organizational, academic, staffing, and financial – in the context of decentralization, wartime challenges, and digital transformation. It shows that the provisions of the Laws of Ukraine “On Education” and “On Complete General Secondary Education” constitute the backbone of autonomy, while secondary and local regulations specify procedures for internal quality assurance and external institutional audit. Based on the case of Lyceum No. 133 in Kyiv’s Pechersk District, the study maps powers and local policies (charter, educational program, internal quality assurance regulations, participatory bodies), assesses transparency practices and the “self-evaluation → managerial decision → public report” cycle, and formulates tailored recommendations for the school and its founder to update local regulations and strengthen the role of the board of trustees/oversight board.
