Abstract

The thesis addresses analyses contemporary Ukrainian and European theoretical–methodological approaches and argues that effective school governance rests on “aligned autonomy,” where decision-making freedom is bonded with clear procedures, measurable indicators, and public accountability. It specifies the principal’s role and competencies as a values strategist, process organizer, and participation moderator, and offers a practical toolkit: short process-based policies, a minimal indicator set, a template for brief data-driven meetings, and a participation regulation. It designs and conducts a survey of school principals in Kyiv’s Pechersk district, revealing strong pillars (safety, non-discrimination, inclusion), growth areas (democratic governance, service-learning, gender-responsive teaching), and a demand for concise applied materials and managerial support. It evaluates the practical significance of a “minimal architecture of change” (policies → practices → 5–7 metrics → micro-meetings → public semester report → external support → policy updates), outlines applicability limits, and proposes next steps (data triangulation, a mentoring school network, a standardized dashboard). The practical value lies in ready-to-use templates and procedures enabling a rapid launch of value-oriented school management. Structure of the thesis: introduction; two chapters (theoretical–methodological and empirical–practical); conclusions; references; appendices.
