Abstract

The Master's thesis is dedicated to the comprehensive analysis and improvement of the management and legal mechanisms that regulate human resource activities (personnel management) in general secondary education institutions (GSEIs). Chapter 1 investigates the theoretical foundations and essence of HR management's administrative aspects in GSEIs. It explores the core principles and functions, and defines the institutional and legal framework for personnel work in secondary education. The chapter correlates management aspects (planning, recruitment, motivation) with the legal regulation of employment relations. Chapter 2 provides a comparative analysis of foreign experience regarding the management and legal approaches to HR management in educational institutions. The current state and specific features of applying these management and legal mechanisms in personnel work are analyzed using the case study of Secondary General Education School of I-III Degrees No. 69 in Kyiv. Key problems arising in the process of personnel management are identified, and recommendations for improving the management and legal aspects are developed.
