Abstract
The thesis consists of an introduction, three chapters, a conclusion and a list of references used, a total of 62 pages. It also contains three tables and 66 references. The first chapter of the work examines the theoretical foundations of the functioning of state-owned banks and their role in the financial system during wartime and armed conflicts. The main functions of state banks, modern scientific approaches and recommendations of international financial organizations on ensuring financial stability during crises and military upheavals are considered, creating a methodological basis for further analysis. The second chapter of the work analyses the international experience of the functioning of state-owned banks in countries that have experienced wars and armed conflicts. Using the example of Croatia, Bosnia and Herzegovina, Serbia, Syria and Iraq, a comparative study of adaptation models in war conditions and post-war reconstruction was completed. Results of this study allows to generalize effective practices suitable for further implementation in Ukraine. The third chapter of the work assesses the current state of government-owned banks of Ukraine and identifies key challenges for their activities during the war with Russia. Based on international experience, the possibilities of adapting effective foreign practices are substantiated and strategic directions for the development of state-owned banks of Ukraine are formulated in order to increase their stability and efficiency during wartime and in post-war periods.
