Abstract

The article focuses on the problems of ensuring stability and sustainable development of the agrarian sector of the economy of Ukraine. Taking into account the challenges of wartime, climate change and globalization, the topic of economic security of the agrarian sector is extremely important for the development of effective mechanisms for managing and minimizing risks. The purpose of the article is to characterize the system of managing the economic security of the agrarian sector of the national economy, taking into account current challenges and threats. The methodological basis of the study is a systemic approach, which allows considering the economic security of the agrarian sector as a complex system of interconnected components. To assess the effectiveness, methods of economic and statistical analysis, expert assessments, as well as methods of qualitative and quantitative modeling are used. Data from the State Statistics Service of Ukraine were used for empirical verification, which allowed us to identify a critical level of efficiency of the management system (integral index 0,62), a decrease in the profitability of assets to 8,2%, as well as significant seasonal fluctuations in indicators. Particular attention is paid to current threats, in particular the loss of 20,5% of agricultural land due to military operations. The practical significance of the results lies in the development of recommendations for the digitalization of management, the introduction of cooperative forms of management, land consolidation, as well as the use of insurance and modern monitoring technologies (IoT, AI). The proposed measures are aimed at increasing financial stability, risk management and increasing the competitiveness of the agricultural sector in difficult geoeconomic conditions. The results can be used to form state agricultural policy, strategic planning of enterprises and scientific developments in the field of economic security and sustainable development of the agricultural sector. Prospects for further research in the field of assessing the effectiveness of the economic security management system of the agricultural sector include the development of hybrid models with the integration of artificial intelligence for predicting military and climate risks, quantitative modeling of the impact of land consolidation on asset profitability and export potential, and analysis of the effectiveness of adapting CAP models in conditions of hybrid war.
