Abstract
The article is devoted to the study of the theoretical and methodological principles of managing the economic security of the agricultural sector in the context of modern global challenges and internal structural transformations. The relevance of the topic is due to the strategic importance of the agricultural sector in ensuring national food sovereignty and its high vulnerability to external shocks, which requires the formation of a stable institutional framework. The purpose of the article is to theoretically substantiate the institutional role of the state and assess the impact of innovation and investment factors on the formation of an adaptive system of managing the economic security of the agricultural sector in the context of global instability and the requirements of sustainable development. The methodological basis of the work is a complex of general scientific and special research methods. System analysis was used to study the architecture of state regulation and the interconnection of its elements. The dialectical method allowed us to deeply reveal the evolutionary processes in the innovation and investment sphere of the sector. Thanks to the methods of generalization and deduction, strategic directions for improving state policy were synthesized. The results of the study confirm that the state acts as the basic institutional subject of the economic security of the agricultural sector, ensuring the coordination of stakeholder interaction and the leveling of systemic risks through the transparency of the land market and the implementation of legal reforms. It is proven that innovations and investments are key factors of sustainability, where the introduction of digitalization and precision agriculture allows to significantly reduce import dependence and resource consumption. The author proposed a synergistic model that integrates state regulatory mechanisms with private investment incentives to create an adaptive and proactive security environment. The practical value of the article lies in the formulated recommendations for state authorities on optimizing support programs for high-tech agricultural projects. The conclusions obtained can be used to improve the legislative framework in the field of food independence and develop targeted investment strategies for agricultural entities. The proposed approaches serve as a roadmap for strengthening the technological sovereignty and global competitiveness of domestic agribusiness, guaranteeing its sustainable development in the long term.
