Abstract

The full-scale war has radically changed the structure and priorities of Ukraine's public finance system. First and foremost, there has been a significant increase in defense spending, which is key to ensuring national resilience. In addition, there is a dependence on external financing and, at the same time, a need for social spending and support for critical infrastructure. Research into the transformation of public finances is important in the context of ensuring fiscal sustainability and planning for post-war recovery.
