Abstract

The article substantiates the conceptual principles of modernization of the organizational and economic mechanism of security management of the agricultural sector in conditions of a prolonged military threat and global turbulence. The essence of the predictive management model “3DC” is revealed, which is based on the integration of digital twins into the processes of strategic planning and operational response. It is proven that the use of virtual object models provides continuous diagnostics of the business system and optimization of solutions without involving real assets, which is critical for preserving resource potential. Special attention is paid to human capital as a key factor of digital transformation. It is established that overcoming the technological gap requires systematic programs of personnel retraining in the field of Big Data analysis. The transition to the concept of cyber-physical security is justified, where the protection of digital architecture through distributed ledger technologies becomes a basic condition for financial stability. A model of institutional synergy “agroholding – territorial cluster” is proposed, where big business acts as an infrastructure operator for small producers, ensuring economies of scale and risk diversification. A methodology for differentiated capacity allocation has been developed, taking into account the specifics of stable, deoccupied and frontline territories. For high-risk areas, the introduction of adaptive financial regulations and an increase in reserve funds have been justified. The scientific result is the expansion of sustainable development metrics (ESG) through indicators of soil regeneration and biodiversity сonservation, which contributes to attracting foreign capital. An algorithm for converting military technological tools (unmanned systems, monitoring protocols) into precision farming tools has been formed. Such a transition ensures the transformation of the survival paradigm into a model of export expansion, where safety and reliability become key competitive advantages in the global market.
