Abstract

The article describes the coalition model (when coalitions are formed around common basic beliefs about a certain social problem, its nature, scale and solutions). It is noted that the team and coalition are not interchangeable. The concepts of team and coalition in the context of social advocacy are distinguished as qualitatively different organizational forms of collective advocacy action (coalition as a strategic form, and team as an operational unit, which together form a complementary two-level structure of advocacy activity). The role model of an advocacy team and the criteria for strategic selection of its participants are presented. A typology of coalitions is proposed, in particular, an institutional coalition (formed around a common representation of a certain sector; membership is determined mainly by institutional affiliation); a value coalition (united around a common vision of change; ensures the highest stability of the coalition in conditions of prolonged confrontation); situational (tactical) coalition (arises around a specific problem or threat and has a limited time horizon). The principles of their effective construction are: the principle of a common vision; the principle of a clear division of functions; the principle of respect for the autonomy of members; the principle of transparency and accountability; the principle of inclusive representation. Based on a comparative analysis of the experience of Ukrainian organizations VGO "Inclusion Ukraine" and CS "League of the Strong", two complementary models of coalition advocacy in Ukraine were identified. In particular, an institutional coalition of broad representation and a new generation value coalition. Key practical and scientific and methodological recommendations are highlighted for organizations planning or developing advocacy activities (it is advisable to apply a strategic approach when forming an advocacy team); when initiating coalition interaction, it is advisable to determine the type of coalition and the basis that unites it at the preparatory stage; For the system of professional training of social workers, it is advisable to include in the content of educational components consideration of topics that will form knowledge and skills in planning and organizing advocacy campaigns at the collective level.
