Abstract
The article examines the role of social media and institutional actors in preserving the cultural heritage of the Crimean Tatars and shaping national identity under the conditions of Russia’s occupation of Crimea and forced displacement. It demonstrates that the territorial dispersion of the contemporary Crimean Tatar community complicates the reproduction of traditional forms of collective memory typical of earlier deportation waves; however, digital communication partially compensates for the loss of a compact socio-cultural environment. Social media emerge as an alternative space of consolidation where language, traditions, rituals, and symbolic heritage narratives are reproduced through the exchange of visual and textual content. Particular attention is paid to the activities of state, international, and civil society institutions–such as the Crimea Platform, the Representative Office of the President of Ukraine in the Autonomous Republic of Crimea, the Crimean House, and various human rights and cultural organizations–which together form a multi-level support system combining political, diplomatic, legal, and cultural instruments. The study also shows that the digital engagement of opinion leaders, artists, and activists facilitates the dissemination of cultural meanings in accessible forms and strengthens public trust. The contribution of Ukrainian libraries as institutions of cultural diplomacy is analyzed separately, highlighting their online projects, commemorative initiatives, and electronic resources that promote Crimean Tatar history and culture and integrate them into the broader Ukrainian cultural discourse. At the same time, an asymmetry is identified between the community’s internal self-representation, focused on everyday cultural practices, and external portrayals that emphasize symbolic and memorial dimensions. The article concludes that the synergy of state cultural policy, civic initiatives, and digital platforms creates a new model for preserving the cultural heritage and historical memory of the Crimean Tatar people amid war and ongoing occupation.
