Abstract

The article considers the critically important problem of ensuring the sustainable competitiveness of domestic business in the conditions of large-scale post-war reconstruction of Ukraine, the relevance of which is due to the need to transition from fragmented restoration of facilities to systematic management of portfolios of regional development projects. The purpose of the study is to scientifically substantiate the role of portfolio management as a driver of increasing the competitive potential of business structures and develop strategic scenarios for their integration into the ecosystem of territorial restoration. To achieve the set goal, a set of general scientific and special methods was used: the method of systems analysis – to conceptualize the concept of a portfolio of regional development projects; the deductive method – to determine the impact of state strategies on the operational sustainability of business; comparative analysis – when studying cascade, flexible and hybrid management methodologies. The study proves that in the conditions of reconstruction, business competitiveness is transformed from the price plane into the ability to integrate into digital project networks and state programs. The mechanisms of the DREAM ecosystem functioning as a tool for ensuring transparency and accountability of processes are revealed. The feasibility of implementing flexible methodologies for adapting portfolios to changing environmental conditions is substantiated. An algorithm for balancing the interests of business and territorial communities within single project offices is formed. The practical significance of the results obtained lies in the possibility of their use by heads of organizations and representatives of local governments to increase the efficiency of interaction in the implementation of reconstruction programs. The proposed recommendations for the development of project competencies of personnel and the implementation of hybrid management models allow businesses to optimize internal processes, increase investment attractiveness, and ensure strategic sustainability in the long term.
