Abstract

The processes of systemic recovery of Ukraine require a fundamental revision of the management strategies of business entities. Traditional operating models are not flexible enough to meet the requirements of international donors and state institutions, which actualizes the need for scientific substantiation of new approaches to project management as the foundation of market stability and investment attractiveness. The purpose of the article is the theoretical substantiation and development of applied project-oriented mechanisms for managing the competitiveness of enterprises, ensuring their effective participation in the implementation of regional recovery programs and increasing their market potential. To achieve the goal, a set of general scientific and special methods was used: a systems approach – to analyze the relationship between project maturity and competitiveness; a logical generalization method – when forming the concept of project adaptability; comparative analysis – to compare international standards (PMBOK, PRINCE2) and their adaptation to the conditions of the Ukrainian market; institutional analysis – to study the impact of state digital platforms, such as DREAM, on the strategic behavior of business. It is proven that replacing resource sustainability with project adaptability allows enterprises to reconfigure assets more quickly for recovery needs. The role of the project office as a central node for the accumulation of competitive advantages, which ensures transparency of processes for international donors, is substantiated. It is determined that personnel certification and digital openness are the main barriers to access to large-scale investment projects for the reconstruction of territories. Strategic vectors for the development of public-private partnerships are formulated, where business acts as a competent project manager. The results obtained allow enterprise managers to transform internal management structures for successful pre-qualification in international tenders. Scientific provisions can be used by local governments when developing community recovery plans with the involvement of the private sector.
