Abstract

Russia's war against Ukraine has shown that the national resilience of the state is determined not only by the operational capacity of the security and defense sector, but also by the level of readiness of the population to act in conditions of danger. Massive missile and drone strikes, bombing and shelling, threats of a technogenic nature, information warfare, forced displacement of the population and prolonged psycho-emotional stress have highlighted the need to form a culture of security as an important social resource. In conditions of war, it is the preparedness of citizens that largely determines the ability of society to quickly adapt to crisis challenges. Therefore, the culture of security of the population is an important element of the national resilience of Ukraine in conditions of war. Its formation requires systemic state policy, interagency cooperation and active participation of educational institutions, local governments and the entire society. Investments in the formation of a culture of security should be considered as investments in preserving the human potential of the state and its ability to withstand modern threats.
