Abstract

The article examines the theoretical foundations and practical aspects of forming an economic mechanism for regulating leasing operations in the agricultural sector of Ukraine under conditions of economic transformation and martial law. The relevance of leasing as a key instrument for investment support of agricultural enterprises is substantiated, particularly in the context of limited access to credit resources, increased operational risks, and the need to restore production potential. The economic essence of leasing operations is revealed within the framework of current legislation, which allows defining them as a comprehensive financial and investment tool that combines the functions of financing, renewal of fixed assets, and optimization of enterprise cash flows. The paper develops a model of the economic mechanism for regulating leasing operations, which includes interrelated structural blocks: target, institutional, regulatory, financial and economic, organizational and managerial, information and analytical, and risk-adaptive. It is determined that the effectiveness of this mechanism depends on the coherence of the institutional environment, the flexibility of financial instruments, the quality of information support, and the ability to adapt to external challenges, particularly war-related risks. An analysis of the current state and trends in the development of leasing services in Ukraine is carried out, which are characterized by an increase in leasing volumes, strengthening the role of banking institutions and specialized companies, as well as the active use of state and international support programs. Particular attention is paid to the regional dimension, including a comparative analysis of the development of leasing services in Poltava, Cherkasy, and Kyiv regions in 2025. The existence of regional differentiation in leasing development models is identified: intensive (Poltava region), adaptive-accessible (Cherkasy region), and financial-innovative (Kyiv region), determined by the level of agricultural development, access to financial resources, and institutional infrastructure. It is proven that under martial law conditions, leasing is transforming into a strategic instrument for the recovery of agricultural production, ensuring the renewal of the material and technical base, improving resource efficiency, and strengthening the financial stability of enterprises. The study substantiates directions for improving the economic mechanism of leasing regulation, including the development of state support programs, expanding access to leasing for small and medium-sized agricultural enterprises, implementation of digital technologies, improvement of risk management systems, and integration of international financial instruments. The results of the study have both theoretical and practical significance and can be used to enhance the efficiency of leasing activities, shape public policy in agricultural finance, and support the sustainable development of Ukraine’s agricultural sector in the post-war recovery period.
