Abstract

The article provides a theoretical and analytical substantiation of innovative social services implemented within the humanitarian programs of international organizations in Ukraine under conditions of a prolonged war. It reveals the transformation of social support from traditional service delivery mechanisms to a differentiated model of humanitarian response focused on specific target groups and the current living conditions of the population. Based on the analysis of contemporary scholarly research, the study outlines the problem field of integrating humanitarian mechanisms into the national system of social services and identifies a research gap concerning the systematic understanding of their structural and functional characteristics. The activities of key international organizations are analyzed in terms of implementing cash-based assistance mechanisms, humanitarian case management, mobile service delivery formats, psychosocial support, and housing programs. It is determined that the innovativeness of humanitarian interventions lies in the combination of financial, organizational, and socio-professional support tools, their flexibility, targeting, and capacity to adapt to the dynamic conditions of wartime. The study substantiates that innovative social services contribute not only to meeting the immediate needs of vulnerable population groups but also to stabilizing the socio-economic situation in communities, strengthening intersectoral cooperation, preserving social ties, and fostering the social, institutional, and adaptive capacity of territorial communities in the process of wartime and post-war recovery in Ukraine.
