Abstract

A comprehensive study of the administrative and legal framework of statepolicy and strategic management decisions aimed at stimulating the development of agricultural production in Ukraine by strengthening the role of local self-government bodies has been conducted. The purpose of the study is a comprehensive analysis of the legal foundations of modern state policy and management decisions regarding the development of agricultural production, the identification of systemic problems in the activities of fruit and vegetable producers, as well as the substantiation of effective organizational and legal forms of management in interaction with local government bodies. The main focus is on the transformation of the functions of territorial communities under decentralization, where local authorities become not only resource managers but also active subjects in shaping local economic policy and guarantors of food security. Based on the analysis of regulatory acts, statistical data, and modern scientific concepts, an urgent need to develop systematic management support for small and medium-sized agricultural producers at the community level has been established. The importance of innovative management decisions is emphasized, not only for supporting traditional farming but also for creating new opportunities in processing, logistics, and marketing of local products. The problems related to the critical dependence of local markets on global supply chains, which creates risks for the life support of regions under martial law and economic instability, are examined. The feasibility of implementing management decisions to create municipal agri-food clusters and communal enterprises with mixed capital, where the territorial community acts as a partner to private business, is substantiated. This approach will allow for the involvement of unused land reserves, the creation of new jobs, and ensuring stable revenues for local budgets. The conclusions emphasize the interdependence of the effectiveness of state agrarian policy and the quality of management decisions at the local level. The formation of a transparent and accountable mechanism for interaction between the authorities, agricultural producers, and the community is identified as a strategic tool for the modernization of rural areas and ensuring the sustainable development of Ukraine in the post-war period
