Abstract
This article identifies and describes the functions of state regulation of innovation in the construction sector, and identifies the financial and credit instruments most commonly used in the current environment. A study of domestic and international experience has shown that the financial sources for innovation in Ukraine are mainly concentrated in the state and local budgets. The levers of state regulation of innovation in the construction sector are described, with fiscal-budgetary and financial-credit measures identified as priorities. Based on an analysis of indicators of innovative activity by domestic enterprises in 2015–2024, the effectiveness of such activity has been assessed, and the challenges to its implementation have been outlined. The available housing loan schemes are summarised, including the ‘eOselya’ program, long-term preferential loans from Derzhmolodzhytlo, state preferential mortgage loans, and proprietary mortgage products from commercial banks (Oschadbank, Kredobank, OTP Bank). Attention is focused on the model of municipal rental housing in Ukraine, which simultaneously addresses the social needs of the population who have lost their homes as a result of military actions and the development needs of local communities. The reasons for the state of innovation in the construction sector are analyzed through the prism of its state regulation in Ukraine. An assessment has been carried out of the implementation of the program-targeted, regulatory and legal, and fiscal and budgetary functions of state regulation of innovation in the construction sector and their role in enhancing the effectiveness of financial and credit levers. It has been determined that the harmonization of standards for innovation in the construction sector with European standards must take place in the areas of energy efficiency through the introduction of ‘net-zero energy building’ standards, environmental sustainability based on the use of secondary raw materials (recycled concrete, materials with a low carbon footprint), and digitalization through the widespread implementation of Building Information Modeling technologies. This is becoming mandatory for public tenders and safety, based on the application of new methods for calculating fire resistance and seismic resistance in accordance with European methodologies.
