Abstract
The relevance of the study is determined by profound social transformations in Ukraine under the conditions of a full-scale war, accompanied by the growing role of civil society and its institutions. During wartime, volunteer organizations, charitable foundations, and civic initiatives perform critically important functions of resource mobilization, coordination of assistance, and support for the population, which makes the issue of trust in these institutions particularly significant as a key social resource and a factor of societal resilience. The purpose of the article is to analyze the level of trust in public institutions in Ukraine during the war period and to identify the main factors influencing its formation and transformation. The methodological basis of the research includes general scientific and specific sociological methods, in particular theoretical generalization, secondary data analysis, comparative method, and a systemic approach. The empirical basis consists of analytical materials from sociological studies, primarily summarized data from VoxUkraine and other research centers. The results of the study show that in 2022–2025 there was a significant increase in the level of trust in public institutions, especially in volunteer organizations and charitable foundations. It is determined that the key factors shaping trust include the effectiveness of activities, transparency and accountability, as well as direct experience of interaction between citizens and these institutions. It is demonstrated that in wartime trust acquires a predominantly practical character and is formed on the basis of organizational performance and outcomes. It is substantiated that public institutions play a system-forming role in the process of social consolidation by facilitating the mobilization of social capital, the development of horizontal ties, and the strengthening of social solidarity.
