Abstract
The article provides a comprehensive theoretical justification of the role of cognitive flexibility of project managers as a fundamental factor in ensuring the competitiveness of organizations in conditions of permanent variability of the business environment. The study reveals the essence of cognitive flexibility as a fundamental property of the executive functions of the brain, which ensures the ability of the subject to quickly switch between different mental attitudes and strategies for solving tasks directly in the process of their execution, depending on the receipt of new relevant data. Particular attention is paid to the process of transforming the individual adaptability of the manager into systemic organizational stability. It is proven that a cognitively flexible leader forms an environment of psychological safety and cognitive diversity, which allows the company to avoid structural rigidity and function effectively in a mode of limited time and information deficit. It is proven that the manager's ability to identify the inefficiency of the chosen course in time and change the strategy without stopping work processes is critically important for preserving not only financial assets, but also the intellectual capital of the enterprise. The scientific novelty of the study lies in the systematization of the cognitive skills of a project manager and the identification of the mechanisms of their influence on the effectiveness of the project portfolio. The author identifies didactic methods for developing adaptability, among which the priority place belongs to problem-based learning methods, business simulations and scenario analysis, which allow to safely work out complex management situations. The conclusions emphasize that the cognitive flexibility of personnel is a unique competitive advantage that is difficult to reproduce by other market entities and ensures the advanced development of the organization. The proposed results can be used in the development of personnel development strategies and the improvement of educational programs for training managers who are able to act effectively in conditions of high uncertainty.
