Abstract

The conducted research allows us to consider the human-centric vector of post-war reconstruction of Ukraine through priority components - the development of human capital, support for social cohesion, personalized social inclusion, and the focus of the state's provision of social services for vulnerable categories of the population. The creation and implementation of strategic plans for the development of territorial communities aimed at creating an environment favorable for self-realization and human development involves not only determining general long-term priorities and goals, but also coordinating the efforts of various stakeholders to develop positive guidelines for the preservation and reproduction of human capital in the economic sphere. Therefore, the main efforts of management entities should be focused on forming real management policies and decisions in the field of developing the city's human potential - those that meet the expectations of its carriers, are capable of consolidating constructive behavioral models and adjusting the life strategies of the population within the network cell.
