Анотація

This article presents an intelligent multi-criteria model for managing cybersecurity risks in intelligent information and communication systems. The proposed approach combines fuzzy logic and machine learning methods for decision-making under conditions of incomplete information, linguistic assessments, and a rapidly changing threat environment. The model formalizes the task of selecting an effective set of protective measures, accounting for multiple criteria such as security level, cost, response time, scalability, and others. Fuzzy sets and Mamdani-type inference mechanisms are used to process uncertain data. The machine learning component is based on Extreme Gradient Boosting algorithms and neural networks for building predictive risk models. The model simulates threat scenarios using attack graphs. Algorithms for optimal resource allocation to minimize residual risk have also been developed. The practical implementation of the model was carried out using the Python programming language, the Scikit-learn and TensorFlow libraries, the Flask platform, and integration with Security Information and Event Management (SIEM) systems. The results can be applied in critical infrastructure, cloud environments, and Zero Trust architectures.
