Abstract
The process building of strategy of the Bar subregion development is beginning from meaning of the spring moments and them historic lessons of the Bar in the XVI and XVIII century. The history to teach – the absence of the development’s strategy and mechanism of the state protection of the social-cultured space conduct to the destruction and social strain in the society.
