Abstract
Annotation. The article discovers the role of human development in the sustainable development of society; theoretical foundations of public administration in the sphere of human development under the transformation of the Ukrainian society are grounded. The human development, social character, self-actualization of the person, public policy and public administration as key elements in public administration of human development system has been discovered. Human potential is an integral characteristic of a society (country, state) as a subject of self-reproduction, self-development and interaction with other societies. It reflects the most important vitality factor of the society, namely the readiness and ability of the national community to the active self-development. Human development depends on two groups of factors. The first group can be relatively called as external factors. They characterize the conditions which are created in the society for the development, preservation and using the human potential. The second group presents internal factors that characterize value and motivation basis for human development. It predominantly depends on a man, his values, needs and wishes if one can fully use good education, strong health and financial capacity to the society advantage, or not. Therefore it is important to take into consideration both groups of factors unlike the common practice to find the means for creating appropriate conditions in the state for human development and neglecting valuable and motivational background. The social character reflects values, causes thoughts, feelings and actions of people. What ideas will find support in the society depends on the specific needs and values of people of the common social character. That’s why its investigation, consideration and adjustment are considered to be the important tasks for public administration in the sphere of human development. Public administration in the sphere of human development can be called as authoritative mechanism of implementing targeted conscious influence on the formation of the conditions, preconditions, grounds for human potential development and its implementation through self-actualization. Public policy of human development is understood as a course of actions (or refraining from actions), the system of state power to form a fruitful type of social character as dominant in the Ukrainian society and environment for human potential development and its implementation through self-actualization.
