Abstract
In today’s Ukraine the local government is the lowest link in the system of government that is fully integrated into the structure of government, and is one of the elements of the executive vertical, which indicates the weakness of civil society. To further develop the practice of local self-government in Ukraine has to solve such problems: eliminate differences in the legislation regarding the regulation of its agencies and their funding; determine the amount of local government; develop a detection algorithm borders of the areas where local government is already a fact.
