The article investigates the interpretation of the term “condition” in general, philosophical and pedagogical sense, presents organizational and pedagogical conditions for secondary education quality monitoring at the regional level in the United States. It describes the monitoring program “Student Achievements and School Accountability Programs — SASA”, its goals, tasks, and content, highlights the complex of conditions for its effective implementation
