Abstract

The article examines the specificities of professional activity and the functional responsibilities of special educators engaged in professional activities in inclusive educational institutions in the UK, Finland and Israel - countries that have high levels of educational systems and significant achievements in the inclusive education of children with special educational needs. The responsibilities of the Educational Needs Coordinator (inclusive learning) are described. Based on an analysis of the experience of organizing and implementing inclusive education in these countries, it is found that one of the key actors in ensuring the quality of education of children with special educational needs in an inclusive educational space is a special educational needs (SEN) teacher - a teacher with professional education in the field training, education and development of children with special educational needs and carries out its professional activity in general education institutions; the progress made by state institutions on the implementation of quality education is highlighted, where one of the main aspects is the introduction of training of special educators for professional activity in inclusive education institutions and coordinators of inclusive education to ensure management and expert support of inclusive educational process. Our analysis of foreign experience regarding the professional activity of special educators in educational institutions made it possible to use it in the process of developing a competent model of special educator for inclusive institutions of Ukraine.
