Abstract
The article describes an attempt of psychological and pedagogical analysis of the extension qualification system in the sphere of civil service. Special attention is paid to the defects estimation and possibilities of their elimination. Traditionally, such analysis was held in the sphere of civil service. But modern psychological science, aiming to find new methods of influence upon the professional competence, concentrates attention on the attempts of profound analysis of the main mechanisms of the improvement of the civil servants professional training. The article gives the general characteristic of this process, its main principles are extracted, and the examples of the typical professional programme of qualification extension are given
