Abstract
The article defines the concept of "scientific and pedagogical community of a higher educational establishment". outlined the main elements of the structure of scientific and educational community and its functions (educational, epistemological, research, social, etc.). The presence of problems in the research of the core of the scientific and pedagogical community is noted. The conditions of the criteria and indicators of development of scientific and pedagogical community and management of its development are characterized.
