Abstract
The city as a complex integrated system always generates and accumulates economic, political, social and cultural resources, acts as the main engine of progressive changes. Without the systemic transformation of Ukrainian cities, in particular, the city of Kiev, the proclaimed course for democratic transformation and European integration of Ukraine is impossible. Modern management guidelines for the management of changes in employment are to manage people, not corporate interests, and to create laws that comply with international labor standards and open a democratic space, which gives workers the right to vote in their community and workplaces. Youth policy in the labor market should create the basis for young people to stay in our cities and help them develop. Cities with client-oriented management and an understandable strategy aimed at the future will have a significant advantage in a competitive environment.
