Abstract

It is proved in the article that international relations become an open system with a high level of communication interconnection. Any changes in the international environment affect both the adoption of a specific foreign policy decision of a particular state and the entire system of international relations. In particular, it is shown that a planetary system of communications is being created, and intellectual technologies and systems are developing. Undoubtedly, these processes will have a positive impact on the structure of social governance, the institutions of democracy, the development and functioning of the state and the law
